Agricultural Environmental Management
The Agricultural Environmental Management Services division is dedicated to working with producers and concerned citizens in protecting the state’s soils, air and waters from animal waste. AEMS was created to help develop, coordinate and oversee environmental policies and programs primarily related to poultry, cattle and swine. These programs include the licensing, registration and inspection of poultry, beef and swine growing and feeding facilities.

The AgPDES program will address proposed pollution from concentrated animal feeding operations (CAFOs), the application of biological or chemical pesticides, discharges from forestry activities, if and when applicable, and construction storm water runoff at agricultural operations. By following the Oklahoma Poultry Waste Applicators Certification Act, this program ensures the standards for the application of poultry waste, work performance, the certification of applicators of poultry waste, recertification of applicators, procedures and best management practices are followed. The Applicators Certification Program runs on the state Fiscal Year which is July 1 through June 30. Commercial Applicators are required to renew their license by December 31st of each year. The following are animal and poultry carcass disposal options and a list of municipal landfills that accept carcasses.
Composting means to take source material (organic material) and convert it, under thermophilic conditions, to a product with high humus content for use as a soil amendment or to prevent or remediate pollutants in soil, air, and storm water run-off.

Complaints regarding animals, carcass disposal, CAFOs, PFOs and Pet Breeders and Shelters may be submitted to the Oklahoma Department of Agriculture, Food & Forestry using an online or printed form.

The Commercial Pet Breeders program licenses dog and cat breeders who have eleven (11) or more intact female animals. The Animal Shelter program licenses non-municipal shelters that maintain ten (10) or more animals but does not include municipal animal shelters. Both programs help ensure the health and maintenance of the animals in their care.

Each state environmental agency shall promulgate, by July 1, 2001, a Water Quality Standards Implementation Plan (WQSIP) for its jurisdictional areas of environmental responsibility specifying how the agency utilizes and enforces the Oklahoma Water Quality Standards for surface water and groundwater. The Implementation Plan must be promulgated in compliance with the Administrative Procedures Act and pursuant to Section 1-1-202.
